Marine Department begins sampling inspection of container VGM declaration

Marine Department begins sampling inspection of container VGM declaration

Jun 19, 2020

The NEW rules, due to come into effect on July 1st, add to the woes of the shipping industry. Relative to multiple revenue items, the penalty should be more fearful, shipping companies like us are afraid of trouble. With the end of the so-called policy "easing period" or "flexibility period", according to the "first loosen and then tighten, first tighten and then adjust" strategy of THE INTERNATIONAL Maritime Organization (IMO) and other big ship companies, it seems that THE VGM will tighten up at present.

The risk of failing to submit VGM or submitting VGM late is due to the uniform requirements of "NO VGM NO LOAD" on major ports and shipping companies, as well as high penalties for late submission, excessive weight errors and changes.

From June 1, many shipping companies began to levy overweight fees. CMA European OWS charges USD150 for more than 18TONS and above (excluding the box weight). MSC dexi & North Africa renewal OVW charge USD200 for small boxes over 20TONS (including 20TONS). MSC will renew OVW in Europe in June, and charge USD100 for small boxes over 20TONS (including 20TONS). Maersk will charge USD300 for the "heavy weight error report" of containers that VGM misreported for export.

To ensure the safety of container operations and transport, the Marine Department of some ports has started spot checks of container weight verification. On June 1, Yantai Zhifu Marine Department immediately launched the container weight verification inspection activity, the law enforcement personnel at the dock first carried out a detailed inspection of the weight verification information of the cargo containers.
Upon inquiry, it was found that some crew members did not know enough about the new rules or the procedures were not standard enough, and the law enforcement personnel required them to make rectification promptly. If they found that the weight provided by the shipper was not in conformity with the actual weight, they should inform the maritime administrative authority in time, and the ship could not sail until the requirements were met.
